Mukhyamantri Saur Krishi Vahini Yojana 2.0 (MoU Route)
Applicant Registration and Substation Selection Guidelines
The applicant shall create login credentials by selecting the Vendor/Developer Registration tab available on the MSKVY 2.0 MOU Portal.
The applicant shall complete the online registration by furnishing the required details, including:
- Applicant information
- Declaration of Net Worth and Turnover.
- Proposed Solar Capacity based on Net Worth.
- Upload of all applicable eligibility documentsas per the applicant category
- E-PBG preparation to be provided format with SFMS code & MT 760
The portal shall provide downloadable formats for the following documents:
- Individual Registration
- Company Registration
- Consortium Registration
- Net Worth Certificate
- Turnover Certificate
- Board Resolution
- Electronic Performance Bank Guarantee (e-PBG) Format
- Power of Attorney
- Disclosure Declaration
- Consortium Agreement
Before submission of the registration application, the applicant shall:
- Read & accept all Terms & Conditions.
- Accept the declaration by selecting the checkbox provided on the portal.
After successful above requirements & completion of the registration form, the applicant shall proceed with payment of the Registration Fee of ₹1,000/- plus applicable GST. (Non Refundable)
Upon successful payment and submission, the Developer Login Credentials shall be generated.
Verification Process by MSEDCL
Upon successful submission of the registration application and payment of the Registration Fee, the portal shall generate the Developer Login Credentials.
Developer Login
After logging into the portal, the developer shall:
- View the Documents- Net Worth – E-PBG status.
- Submit all required E-PBG information.
- Upload the Electronic Performance Bank Guarantee (E-PBG).
- Upload the Structured Financial Messaging System (SFMS) document.
- Enter the SFMS Code.
The following documents shall also be available on the portal for reference:
- Draft Power Purchase Agreement (PPA)
- Draft Memorandum of Understanding (MoU)
- Mukhyamantri Saur Krishi Vahini Yojana 2.0 MoU Route portal Scheme Guidelines
The developer shall carefully read these documents along with all Terms & Conditions and provide the declaration:
"I have read, understood and agree to the Draft PPA, Draft MoU, Scheme Guidelines, Disclaimer and all Terms & Conditions of the MSKVY 2.0 MOU Portal."
Thereafter, the applicant shall submit the application for final verification.
Verification Process by MSEDCL
Authorized MSEDCL officers shall scrutinize:
- Registration documents.
- Eligibility documents.
- Net Worth.
- Submitted e-PBG.
- SFMS Details.
- MT-760 Details.
Verification shall ordinarily be completed within three (3) working days.
After verification, the applicant shall receive the application status through:
- Registered E-mail ID
- Registered Mobile Number (SMS)
The applicant may also track the verification status by logging into the MSKVY 2.0 MOU Portal.
Verification Timelines
To ensure fairness, registrations shall be processed in weekly cycles.
Phase 1 – Registration & SubmissionWeek 1 (Monday) D1
During this period Developers may:
- Register on the MSKVY 2.0 MOU Portal.
- Complete the online registration form.
- Declare their Net Worth.
- Upload all applicable eligibility documents.
- Upload the Electronic Performance Bank Guarantee (E-PBG) along with SFMS details and MT-760 reference.
- Pay the Registration Fee.
- Submit the application for verification.
Sunday and notified Government/Public Holidays shall be treated as non-working days.
Next Two (2) Working Days
(Tuesday to Wednesday) D2 To D3
MSEDCL shall:
- Registration details.
- Verify Eligibility of uploaded documents.
- Verify the submitted E-PBG, SFMS Code and MT-760 details
- Determine the eligible Net Worth and corresponding eligible solar capacity in MW.
The verification period shall be calculated only on working days.
If any Government Holiday, Sunday, or officially declared non-working day falls during the verification period, such day will not be counted. The verification timeline shall automatically extend to the next available working day
Week 1 (Wednesday) D3
After successful verification, Notifications will be intimated to eligible developers through:
- Registered E-mail
- SMS
informing eligible developers regarding the Scheduled Substation Selection Date and Time.
The notification shall specify:
- Verification Approval Status
- Eligible Net Worth
- Eligible Solar Capacity (MW)
- Date and Time of Substation Selection
Week 1 (Thursday) D4
On the scheduled date and time Eligible developers will log in to the portal at the notified time to participate in the Substation Selection process.
Only developers whose documents and e-PBG have been successfully verified will be permitted to access the Substation Selection module.

You are requested to keep your login credentials ready.
- Ensure a stable internet connection.
- Log in at the scheduled date and time.
Complete the substation selection within the stipulated time window as per the portal guidelines.
Failure to participate within the specified timeline may result in Cancellation / forfeiture of your opportunity for substation selection, as per the applicable guidelines.
Continuous Processing Cycle
The above process will continue on a rolling weekly basis throughout the application period.
Applications received in any week will be processed in the immediately succeeding verification cycle.
Whenever a Government Holiday, Sunday, or officially declared non-working day occurs during any stage of the process, the corresponding activity shall automatically shift to the next available working day, without affecting the sequence of processing or the rights of applicants.
MSEDCL shall publish the Registration Schedule, Verification Schedule, and Substation Selection Schedule on the portal from time to time.
Access to Substation Selection
The Substation Selection module shall remain disabled until:
- Documents are successfully verified.
- E-PBG is successfully verified.
- Net Worth eligibility is approved by MSEDCL.
Only applicants whose registration, eligibility documents, and e-PBG have been successfully verified shall be permitted to access the Substation Selection module.
After successful verification, the portal shall display only those substations that fall within the developer's approved Net Worth eligibility and corresponding eligible solar capacity.
Before proceeding, the developer shall:
- Read the Substation Selection Terms & Conditions.
- Accept the Acknowledgement.
- Accept the Disclaimer.
Substation Selection Process
The applicant may select any available substation/ Substations and solar capacity up to the capacity permitted based on the verified Net Worth and accepted e-PBG.
The following conditions shall apply:
- Substation Selection shall be based on the system-generated date and time stamp (First Successful Selection Basis).
- If another developer is simultaneously processing the same substation, the portal will display the status "Already Under Process", and the substation shall not be available for selection by another developer.
- If the Processing Application Fee payment fails or is not completed, the reservation shall be cancelled automatically. The developer will log in again, reselect the available substation, and complete the payment process.
- If another developer successfully completes the selection and payment for that substation during the failed transaction period, the substation will be allotted to the developer who has successfully completed the process first.
- The developer should accept these conditions before proceeding with substation selection.
The portal will automatically calculate the developer's maximum eligible solar capacity (MW) based on the verified Net Worth and accepted e-PBG.
The developer will be permitted to select only the solar capacity within the approved eligibility limit.
After successful substation selection, the applicant will proceed with payment of the applicable Processing Application Fee. (Non-Refundable)
The substation selection shall be considered successful only after successful payment of the Processing Application Fee.
Important Notes
- Only applicants whose documents and e-PBG have been successfully verified shall be eligible for Substation Selection.
- Substation reservation is confirmed only after successful payment of the Processing Application Fee.
- Submission of incorrect information, false documents, or an invalid e-PBG may result in rejection of the application.
- MSEDCL reserves the right to cancel the application at any stage without assigning reasons thereof.
